The Department of Science and Technology— Science Education Institute (DOST-SEI) announces the availability of scholarships for the pursuance of Master’s and Doctorate degrees in priority S&T areas through the implementation of the Accelerated Science and Technology Human Resource Development Program (ASTHRDP).

Criteria of Eligibility
An applicant must:
1. be a Filipino citizen;
2. not be more than 45 years old at the time of application;
3. be in good health condition;
4. pass the admission requirements for graduate studies at any of the NSC member-universities and;
5. pass the interview and other screening procedures.

Scholars are encouraged to choose topics for their thesis/dissertation along the following areas:

INCENTIVE
The stipends in the remaining months of scholarship period shall be given to a scholar who completes his/her degree earlier than the prescribed period of his/her study.
Terms of Scholarship
1. The scholarship award shall be for full-time graduate studies to ensure on time completion of a MS/PhD degree in any of the DOST identified priority fields.
2. The scholar must not be employed or practicing his/her profession while on scholarship; he/she must secure approval for official leave of absence, if employed.
3. The awardee shall execute a Scholarship Agreement with DOST.
4. The academic performance of the scholar shall be evaluated every school term based on established policies to determine his/her scholarship status.
5. A service obligation to be rendered in the Philippines shall be required of the scholar after he/she finishes the MS/PhD degree, i.e. one year service for every year of scholarship.
6. Refund of scholarship grant with interest shall be required of the scholar for non-completion of his/her graduate program or failure to comply with the service obligation.

1. Accomplished ASTHRDP-NSC Information Sheet/ Application Form which can be downloaded at www.sei.dost.gov.ph or thru the websites of the NSC member- universities.
2. Birth Certificate (Photocopy);
3. Certified True Copy of the Official Transcript of Records;
4. Endorsement from:

5. If employed, recommendation from head of agency and permission from head of agency to take a leave of absence while on scholarship or proof of resignation or termination of contract;
6. Medical Certificate as to health status from a licensed physician with his/her PRC license number indicated;
7. Valid NBI Clearance;
8. Letter of Admission with Regular Status from the Program Head of the accepting institution which should include the evaluation sheet and;
9. Approved Program of Study.
Additional Requirements for Lateral Applicants
Certification from university indicating the following:
1. number of graduate units required in the program
2. number of graduate units earned with corresponding grades
Additional Requirements for Thesis/Dissertation Applicants
1. Approval Sheet of Proposal
2. Copy of Proposal
3. Line-Item-Budget signed by Applicant and Research Adviser
4. Gantt Chart signed by Applicant and Research Adviser
Completed application and other documentary requirements may be submitted personally or by mail addressed to the office of the ASTHRDP Project Leader of the desired NSC member-university on or before the set deadlines.

Career Incentive Program
The Career Incentive Program (CIP) is a short-term scheme to address the administration’s call to strengthen the country’s S&T capability and avert unemployment of graduates of DOST-SEI graduate scholarships and provide them opportunity to work in research activities where they can contribute their knowledge and expertise.
This is open to MS and PhD graduates of the ASTHRDP.Interested scholar-graduates may apply to the CIP and theyshall be matched with a DOST agency/research institutionwhere their specialization is needed in research projects/activities.
The CIP Researcher with a MS degree shall assume the position of a Senior Science Research Specialist and one with a PhD degree, Supervising Science Research Specialist with the corresponding compensation to be provided by the Science Education Institute, subject to availability of funds and government accounting and auditing rules.

Capacity Building Program in Science and Mathematics Education (CBPSME)
The Department of Science and TechnologyScience Education Institute (DOST-SEI) in cooperation with the National Consortium in Graduate Science and Mathematics Education (NCGSME), offers scholarships for Master’s and Doctorate degrees in Science and Mathematics Education under the Capacity Building Program in Science and Mathematics Education (CBPSME).

The program aims to:
- improve the quality of science and mathematics education in the country; and
- accelerate the development of critical mass of experts in science and mathematics education.

Criteria of Eligibility
1. Natural-born Filipino citizen;
2. Not be more than 45 years old at the time of application;
3. Be in good health and of good moral character;
4. Pass the admission requirements for graduate studies at any of the consortium member-universities;
5. Have at least two years teaching experience in science and mathematics for Doctoral; or at least one year teaching experience or have graduated with academic honors or graduated as DOST scholar for Master’s;
6.a If employed: Be allowed to study full-time for two or three years (Residential Mode) and part-time for six years at UPOU (Distance Education Mode);
6.b For employees of the DepEd, signed Form 2A by the school Division Superintendent and Regional Director.
6.c For employed non DepEd applicants, signed Form 2B by the Head of the University.
7. Not be a recipient of other scholarship; and
8. Be willing to accept the terms and conditions specified in the Scholarship Contract.

Terms of Scholarship Award
An awardee shall:
- enroll in the required academic load per semester and study full-time/part-time in any of the identified training institutions;
- maintain a grade point average/general weighted average required by the Graduate School of the university and comply with the university’s academic requirements to remain in the scholarship program;
- comply with the terms and conditions of the Scholarship Contract to be entered into among himself/herself, the DOST-SEI, and the Training Institution;
- render service in the Philippines upon completion of the degree along the field of specialization equivalent to the length of time the scholarship is enjoyed;
- receive the remaining stipends to be released as incentive if the degree program is completed earlier than the prescribed period of study.
- refund the scholarship grant with 12% interest for non-completion of the program within the prescribed period of study and/or failure to comply with the service obligation.
Selection of Awardees
1. Member-university screens and evaluates the accomplished application form and other documentary requirements of the applicant.
2. University endorses the list of potential qualifiers to SEI.
Additional Process for DepEd Teacher Applicants
- DOST-SEI endorses to DepEd the list of names of potential qualifiers from DepEd who are teaching and non-teaching personnel with seven (7) or more years in service.
- DepEd issues potential qualifier Certification re-Permit to go on Leave with Compensation.
- DepEd endorses to DOST-SEI the list of qualifiedDepEd teachers and non-teaching personnel for final approval of the DOST Secretary.
3. Upon approval of the DOST Secretary, the list of awardees is final and unappealable.
4. DOST-SEI, through the Consortium Project Directors, sends the notice of award to the awardees.

Qualifications

The Department of Science and Technology-Science Education Institute (DOST-SEI) announces the availability of Foreign Graduate Scholarships in Specialized Priority Fields in Science and Technology.

Study Placement
A scholar must enroll in a foreign university with good track record and/or a recognized higher education/research institution in the specialized field in S&T to be pursued.
Criteria of Eligibility
The scholarship shall be open to all Filipino citizens who are in their first five years of their research career (measured from the date when the applicant obtained his/her baccalaureate degree) and meet the eligibility requirements.
An applicant must
1. be a Filipino citizen;
2. not be more than 45 years old at the time of application;
3. be in good health condition;
4. pass the admission requirements for graduate studies in a foreign university with good track record; and
5. pass the interview and other screening procedures.
Note: An Applicant who has already started his/her studies abroad prior to application can no longer apply.
Selection Procedure
An applicant goes through the following selection procedure:
First Level Screening:
Documentary evaluation of the form and other requirements
Second Level Screening:
Evaluation of research topic and re-entry plan by concerned DOST Council
Third Level Screening:
Interview by a panel to be created by the SEI Director with representatives coming from the DOST Councils and other relevant DOST agencies

Scholarship Privileges
1. School Fees – Actual tuition and other school fees based on Statement of Account or Official Receipt.
2. Book Allowance – For prescribed textbooks and essential school supplies to be released as outright grant.
3. Thesis/Dissertation Allowance.
4. Transportation Allowance – Restricted international one round trip economy fare (start and end of the scholarship period only).
5. Pre- Departure Expenses (one time only).
6. Monthly Stipend/Living Allowance.
7. Relocation Allowance.
8. Health/Accident Insurance.
Service Obligation
- The scholars, immediately upon completion of their scholarship program, shall return to the Philippines to render service physically on full-time basis in their sending institution, preferably along their fields of specialization for a period equivalent to twice the length of time or a fraction thereof that they enjoyed the MS/PhD scholarships.
- Any service rendered before the completion of the scholarship grant shall not be counted/considered part of the service obligation.
Other Conditions
- The qualified applicants will pursue MS or PhD Program on a full-time basis for a maximum period of 24 or 36 months, respectively;
- No lateral entrant shall be considered;
- The Scholar must not avail or enjoy any other scholarships;
- The scholar must make a full-time commitment to the scholarship and not engage in any form of employmentdurin g the period.
- Non-completion of degree or failure to render service, preferably in his/her sending institution, may be a ground for refund in full the total financial assistance received with 12% interest to the DOST-SEI; and the salaries and other remunerations, if there is any, to his/her sending institution

UAlberta S&T Graduate Scholarship Program
The Department of Science and Technology-Science Education Institute (DOST-SEI) announces the availability of the DOST-SEI-UAlberta S&T Graduate Scholarship Program for the pursuance of graduate studies in priority S&T fields at the University of Alberta in Alberta, Canada. Criteria of Eligibility
A doctoral or master’s degree student may be considered for admission if he/she meets the academic requirements of the UALberta department and the Faculty of Graduate Studies and Research (FGSR), and subject to the availability of an appropriate graduate supervisor for the requested field of study. Minimum admission requirements of UAlberta departments and the application procedures are outlined on the FGSR website at www.gradstudies.ualberta.ca.

The Department of Science and Technology-Science Education Institute (DOST-SEI) announces the availability of the PhilFrance DOST Fellowship Program. The program aims to foster the mobility to the French Republic of Filipino professionals working in academic, research or government institutions selected jointly on the basis of academic excellence to pursue a Master’s or Doctorate degree in public higher education establishments under the Ministry of National Education, Higher Education and Research of the French Republic.

A scholar must enroll in public higher education establishments under the Ministry of National Education, Higher Education and Research of the French Republic
Criteria of Eligibility
An applicant must—
1. be a Filipino citizen;
2. not be more than 50 years old at the time of application;
3. be in good health condition;
4. hold a higher education diploma recognized by the Philippine Government allowing enrolment in the host course in the French Republic
5. demonstrate an excellent academic level;
6. demonstrate the knowledge or expertise required to carry out higher studies within the host establishment in the French Republic;
7. pass the admission requirements for graduate studies in any of the public universities in France; and
8. pass the interview and other screening procedures.

Scholarship Privileges

- One round-trip economy fare from residence to place of study (one-time only in the whole duration of the study);
- Relocation allowance;
- Pre-travel expenses; and

From the French Embassy
- University registration fees;
- Healthcare package throughout the stay in the French Republic;
- Visa fees; and
- Priority access to student housing facilities.
Service Obligation
- A scholar, immediately upon completion of his/her degree program, shall return to the Philippines to render service physically on a full-time basis in his/her sending institution, preferably along his/her field of specialization, for a period equivalent to twice the length of time that he/she enjoyed the MS/PhD scholarship.
- Any service rendered before the completion of the scholarship grant shall not be counted/considered part of the service obligation.
Other Conditions

- Officially enroll as full-time graduate student;
- Not avail or enjoy any other scholarships;
- Must have a full-time commitment to the scholarship and must not engage in any form of employment during the scholarship period;
- Be willing to render the required service obligation equivalent to the length of time the scholar enjoyed the scholarship-two years of service for every year of scholarship or a fraction thereof;
- Non-completion of degree or failure to render service, preferably in his/her sending institution, may be a ground for refund in full the total financial assistance received with 12% interest to the DOST-SEI; and the salaries and other remunerations, if there is any, to his/her sending institution; and
- Fulfill the conditions set down by the Parties for the implementation of the PhilFrance DOST Fellowship Program in accordance with regulations and the existing academic calendar in both countries.

Terms of Scholarship Award
- The scholarship award shall be for full-time graduate studies to ensure on time completion of a MS/PhD degree in any of the DOST identified priority fields.
- The scholar must not be employed or practicing his/ her profession while on scholarship; he/she must secure approval for official leave of absence, if employed.
- The awardee shall execute a Scholarship Agreement with DOST.
- The academic performance of the scholar shall be evaluated every school term based on established policies to determine his/her scholarship status.
- A service obligation to be rendered in the Philippines shall be required of the scholar after he/ she finishes the MS/PhD degree, i.e. one year service for every year of scholarship.
- Refund of scholarship grant with interest shall be required of the scholar for non-completion of his/ her graduate program or failure to comply with the service obligation.
