Position Title: Project Technical Assistant V

Duties and Responsibilities:
- Documentation of business requirements;
- Development of the Planning Information System (PIS) and Events Management System (EMIS) using technologies approved by the SEI-STMERPD-MISU;
- Installation of software and platform to run the system;
- Creation, design, and optimization of a relational database;
- Development of user interface design for the whole system;
- Ensure the extensibility of the system through API;
- Preparation of software documentation;
- Preparation of Progress Report throughout the project;
- Migration of existing data to the systems;
- Provision of support bug fixes and enhancement of application, if necessary;
- Conduct security requirements such as penetration testing and other security-related testing;
- Conduct regular check-ups to ensure that systems maintenance procedure are followed; and

- Provide recording and transcription services for minutes of meetings/proceedings during SEI Meetings, MANCOM, Operational/Strategic Planning Workshops, SEI Procurement Planning, ISO Core Meetings, Performance -Based Bonus Committee, Special MANCOM, and others where Planning Unit serves as the Secretariat;
- Prepare/revise/finalize minutes of meetings/proceedings three (3) weeks after the conduct of SEI MANCOM Meetings, SEI Operational/Strategic Planning Workshops, SEI Procurement Planning, ISO Core Meetings, Performance-Based Bonus Committee, Special MANCOM, and others where the Planning Unit serves as the Secretariat;

- Act as IT administrator and programmer for the proposed systems of FAD Units;
- Work on the development of the Budget Management System, Cashier Online Collection System, Inventory System, Procurement System, and Human Resource Management Information System;
- Update, monitor, and maintain databases of the FAD System;
- Setup and maintenance of servers (Information System and Database);
- Maintain monthly backup of FAD Systems and Databases;

Duties and Responsibilities:
- Assist in receiving deliveries of supplies and materials, prepare Inspection and Acceptance Report, facilitate inspection of supplies/materials by the Inspection Officers and release items to end-users;
- Prepare Request & Issue Slip (RIS) for acceptance by end-users and the Report of Supplies and Materials Issues (RSMI) for submission to the Accounting Unit;
- Maintain the Inventory Custodian Slip (ICS) record and prepare ICS record and ICS record per employee;
- Conduct semi-annually the physical count of inventories and semi-expendable items and prepare the Report of Physical Count of Inventory (RPCI) and Report of Physical Count of Semi-Expendables (RPCSE) for submission every January 01 and July of the year;
- Process documents such as Request for Extension and Cancellation, compute for penalties of late deliveries, and attach supporting documents to Pos/Contracts for payment;
- Submit Contracts/Pos with conforme by the supplier with complete attachments to COA;
- Maintain inventory record of GSU supplies; and

- Develop information systems as per the approved Information Systems (IS) Strategic Plan (ISSP) necessary for the efficient operation of the various programs, projects, and administrative functions of the Institute;

- Set up and maintain IS and DB servers of the Institute;
